Decentralization Means Real Development

“True power belongs where people live, not just where presidents sit.”

For far too long, South Sudan has suffered from an over-centralized system of governance that concentrates decisions and resources in Juba. Local governments are underfunded, disempowered, and ignored. Meanwhile, millions of citizens in the regions are left behind with poor services, inadequate infrastructure, and no voice in policy.

PRM believes this must change.

Decentralization, when anchored in a strong federal system, ensures that power is shared with the people and tailored to their specific realities. It allows communities to decide their development priorities and hold local leaders accountable.

This isn’t about dividing the country — it’s about giving each part of South Sudan the power to thrive. A federal system guarantees equity, not separation.

Under PRM, counties and states will receive a fair share of national resources. Local governments will be equipped with constitutional protections and the authority to manage health, education, security, and development.

When people govern themselves, development becomes faster, more inclusive, and more sustainable. That is why we say: Decentralization is not division — it’s development.
